1. Consent Agenda
2027 Schedules & Calendars: Adoption of Resolution (2026) 2716 approving the Town Council's 2027 regular and work session meeting schedule, alongside Resolution (2026) 2717 adopting the 2027 town employee holiday calendar.
2. Public Hearings (Annexation Petitions)
Town Council will hold legislative hearings and consider ordinances to extend town corporate limits for four separate petitions:
Latino Community Credit Union (ANX-26-010): Voluntary contiguous annexation of approximately 1.09 acres located at 5005 Old Stage Road. Required under the Raleigh-Garner Merger Agreement to extend public water and sewer service for site plan case SP-25-009. (Proposed Action: Approve Ordinance 2026-5405).
1306 Creech Road Homes (ANX-26-009): Voluntary contiguous annexation of roughly 41.61 acres situated across multiple parcels on Creech Road and Jewell Street. Facilitates water and sewer extension for subdivision case SB-25-007. (Proposed Action: Approve Ordinance 2026-5403).
905 Creech Road (ANX-26-011): Voluntary satellite annexation of approximately 1.022 acres to provide municipal water service to an existing single-family residence. (Proposed Action: Adopt Ordinance 2026-5404).
Las Carolinas (ANX-26-004): Voluntary contiguous annexation of 0.634 acres at 4905 and 4917 Guy Road to furnish water and sewer utilities to an existing commercial property. (Proposed Action: Adopt Ordinance 2026-5402).

A. Meadowbrook Park Master Plan Update
Presentation: Parks, Recreation & Cultural Resources (PRCR) staff will present proposed updates to the 2021 Master Plan for the 120.8-acre former Meadowbrook Golf & Country Club site to gather Town Council feedback.
Preserved Core Elements: Retains the "Landscape of Memories" theme honoring the site’s history as North Carolina’s first African American golf and country club, preserves the original clubhouse and putt-putt course, and maintains general recreation amenities like disc golf, playgrounds, and walking trails.
Key Plan Revisions:
Adjusts for the breach/drawdown of the deteriorated dam by replacing the proposed pond pier/canoe launch with an overlook and boardwalk across the re-naturalized wetlands.
Relocates tennis/pickleball courts away from adjacent backyards to the historical tennis/pool site to alleviate neighborhood noise concerns.
Integrates mountain bike trails and reserves larger square footage for a multi-use community center/gymnasium.
Notes potential collaboration with the non-profit Friends of Meadowbrook regarding clubhouse museum exhibits and a driving range/pitch-and-putt.
Next Steps: Refine the update based on Council input, target formal adoption in December 2026, and pursue grant matching opportunities (e.g., PARTF, LWCF).
B. Budget Amendment: FY26 Purchase Order Rollovers
Ordinance (2026) 53400: Appropriates $633,908 from assigned fund balance to FY27 operating accounts to carry forward open, encumbered purchase orders for contracts, supplies, and capital projects entered into prior to June 30, 2026, but not completed before fiscal year-end.
Financial Closeout Update: Finance Director David Beck notes that FY26 audit fieldwork is underway with expenditures and revenues tracking within the $87.3 million budget, and advises that potential FY27 surplus funds to restore vehicle and facility maintenance cuts be reviewed during Q3.
4. Updates & Closed Session
Updates: Scheduled reports from town committees, Town Manager, Town Attorney, and Council members.
Closed Session: Motion to enter closed session pursuant to N.C.G.S. § 143-318.11(a)(5) to give staff instructions regarding real property acquisition.
